Counts added in Washington County rape, sexual battery case

MARIETTA — Two more charges were added to the indictment of a Vincent man facing multiple counts of rape, sexual battery and gross sexual imposition this week by the Washington County Grand Jury.

Rodney Duane James, 56, of 1178 Burnfield Road, Vincent, was one of 29 people whose indictments were announced Thursday by the Washington County Prosecutor’s Office.

James was arrested in February by Washington County sheriff’s deputies investigating reports he had been sexually assaulting a woman since she was a teenager. He was originally indicted in February on four first-degree felony counts of rape; four counts of sexual battery, one second-degree and three third-degree felony counts; and four counts of gross sexual imposition for incidents between September 2015 and February of this year.

Added to the indictment this week was a third-degree felony charge of having weapons while under disability, related to firearms James possessed despite being dependent on drugs, and a first-degree misdemeanor count of intimidation, relating to the attempted intimidation of a victim, Prosecutor Nicole Coil said.

The new charges stem from the same investigation, she said.

“We’re just keeping it all together” under one case, Coil said.

Also indicted by the grand jury were:

* David Allen Ward, 58, 622 Second St., Marietta; theft from a person in a protected class, an elderly person, a fifth-degree felony, from December 2023.

* Scott A. Shankland, 54, 401 Marion St., Marietta; possession of a fentanyl-related compound, a fourth-degree felony, and possession of a fentanyl-related compound, aggravated possession of drugs and possession of drugs, all fifth-degree felonies, from July 2023.

* Velinda Kay Mantz, 46, 213 Meigs St., Marietta; aggravated possession of drugs, a fifth-degree felony, from July 2023.

* Jeffrey Dwayne Smith, 29, 221 Sheldon Ave., Marietta; aggravated possession of drugs, a fifth-degree felony, from July 2023.

* Mia Casey Bryan, 40, 703 Sixth St., Racine; tampering with drugs, a third-degree felony, and two fifth-degree felony counts of aggravated possession of drugs, from June 2021.

* Cody Alan Meeks, 29, 123 Second St., Belpre; aggravated possession of drugs, a fifth-degree felony, from November 2023.

* Justin Michael Broffman, 29, 29433 Murphy Road, Coolville; possession of a fentanyl-related compound and aggravated possession of drugs, both fifth-degree felonies, and possession of drugs, a first-degree misdemeanor, from June 2022.

* Weston Hickman, age not listed, 41791 Pomeroy Pike, Pomeroy; aggravated possession of drugs, fifth-degree felony, from November 2023.

* Matthew Ryan Settle, 41, no address listed; possession of drugs, fifth-degree felony, from December 2023.

* Hueston L. Kellar, 35, 526 Hyview Drive, Washington, W.Va.; possession of drugs, fifth-degree felony, from August 2023.

* Miranda D. Bolen, 43, 1103 Hillcrest St., Parkersburg; trafficking in drugs, a fourth-degree felony, and possession of drugs, a fifth-degree felony, from November 2023.

* Marc Aaron Reeder, 46, homeless; possession of drugs, fifth-degree felony, from July 2023.

* Robert Edward Carpenter Sr., 50, 2665 Mill Fork Road, Marietta; aggravated possession of drugs, fifth-degree felony, from December 2022.

* Noah Allen Schmidt, age not listed, 220 Reed Road, Marietta; receiving stolen property, fifth-degree felony, from January.

* Donovan Cortez Daniels, 21, 999 Pitkin Ave., Akron; improperly handling firearms in a motor vehicle, a fourth-degree felony with a specification for forfeiture of a weapon, from July 2023.

* Dakotah Joseph Alexander, 28, 5380 Grace St., Apt. B, Hilliard; receiving stolen property and aggravated possession of drugs, both fifth-degree felonies, from April 2023.

* Joseph Franklin Wells, 22, 200 Pennock Drive, Lot 44, Beverly; two theft charges, both fifth-degree felonies, and unauthorized use of a vehicle, first-degree misdemeanor, from January.

* Michael Josef Farmer, 33, 1509 27th St., Vienna; possession of drugs, a fifth-degree felony, and misdemeanor theft, a first-degree misdemeanor, from October 2023.

* Eric Todd Kendall, 48, 31557 Hopewell Ridge Road, Wingett Run; possession of drugs, a fifth-degree felony, from November 2023.

* Charles Keith Bailey, 35, Stockport; felonious assault, a second-degree felony, aggravated assault, a fourth-degree felony, two counts of domestic violence, a first-degree misdemeanor, and obstructing official business, a second-degree misdemeanor, from February.

* Brandon Mathew Hendrickson, 37, 318 Reynolds Lane, Vincent; aggravated possession of drugs, a fifth-degree felony, from April 2023.

* Co-defendants Ryan Vance Jeffrey, 43, 608 18th St., Vienna, and Amanda Mae Schmidt, 29, 208 Vernia St., East Liverpool; aggravated trafficking in drugs, a second-degree felony, with specification for forfeiture of an automobile in a drug case; aggravated possession of drugs, a second-degree felony; and two counts of possession of a fentanyl-related compound, a second-degree felony. Jeffrey was also indicted on a charge of tampering with evidence, a third-degree felony. The charges are from November 2023.

* Frankie Lucille Kelley, 26, 171 Jackson Hill Road, Jackson; two counts of aggravated possession of drugs, a fifth-degree felony, from December 2022.

* Co-defendants Kaitlyn Brianna Hess, 25, 1416 Bear Creek Church Road, Mocksville, N.C., Timothy Ray Jenkins, 44, 11147 Munday Road, Munday, W.Va., and Amber D. Clark, 27, 708 32nd St., Parkersburg; aggravated trafficking in drugs, a first-degree felony, with specifications for major drug offender and for forfeiture of money in a drug case; aggravated possession of drugs, a first-degree felony, with major drug offender specification; trafficking in a fentanyl-related compound, a first-degree felony, with a money forfeiture specification; and possession of a fentanyl-related compound, a first-degree felony. The charges are from February.

* Isaiah Lamar Conley, 26, 1627 E. Weber Road, Columbus, trafficking in a fentanyl-related compound and possession of a fentanyl-related compound, both first-degree felonies, from August 2023.
